Technical level of the Comprehensive Co-operation Framework Agreement

 

1. Foreign Affairs

In their relations with one another the Parties shall be guided by the fundamental principles, below, in tandem with International Agreements:

• Equality, mutual benefit and recognition of enduring interests each party has in the stability, security and prosperity of the other and the region.
• Mutual respect and support for the sovereignty, territorial integrity, national unity and political independence of each other, and also non-interference of the internal affairs of one another.
• The two countries has to exempt mutually of entry visas for the diplomatic and service passport holders from both countries and facilitate the access of the other ordinary citizens of both nations
• The parties should continuously develop contacts between their respective representatives in the context of international organizations and forums with the view to achieving rapprochement between their two states, strengthening of Universal peace and security and promoting mutually beneficial cooperation with all countries in the spheres of political, economic, humanitarian and cultural fields in compliance with UN charter.
• The parties shall implement to transfer the knowledge and the experience to one another in the field of federal systems. Civil servant trainings or any other scope which is vital for the two parties.

 

 

 

2. Areas of Defense Co-operation

• Intelligence and information sharing to all issues relating peace and security for the two Parties.
• Professional exchange of expertise related to the defense and military areas.
• Joint military exercise between Somali National Army and Ethiopian military forces.
• Exchange of visits between the high rank Military Officials of the two countries.
• Acquisition and procurement of military equipment.
• Cooperation on security and stability in the Global stage and in the region.

3. Areas of Security Co-operation

• Protecting confidential and/or classified information accessed, pursuant to this framework agreement in accordance with their respective national policies, laws and regulations.
• Intelligence and information sharing to all issues relating peace and
• The two countries need to improvise specific counter-terrorist strategy to prevent and fight against the terrorist applicable to their fundamental certain circumstance in accordance with the domestic laws of their countries, international and United nations global counter terrorist strategy.

 

 

• The two countries shall combat trans-boundary organized crimes such as:

1. Transnational organized crime (TOC)
2. Drugs and Money laundering

• Smuggling of light and heavy weapons, explosive materials, human trafficking, and restricted goods across the border.

• The two countries shall cooperate:

1. Prevent cross border violation between the people of the two nations.
2. Establishing early warning mechanism to prevent any conflict eruption and forming a social peace committees along border areas.

• Relevant bi-lateral cross border cooperation agreement should be developed and signed between the two border security management agencies, customs and ratified, if need be, by the respective council of ministers.

 

4. Areas of , Trade and Industry Co-operation

• Trans-border trade commission should be established in accordance with the trade law of the two Parties.
• Collaboration in building small and large industries that manufactures local products in order to create employment opportunity and reduce the level of poverty in our both nations.
• Exhibition held for each country focusing the nation competitive advantage in particularly the goods and service each nation export

 

 

5. Scope of Cooperation of water and energy

• The ministry of energy and water would like to share its counterpart the coming fields.
• Exchange the experience of the best management of the natural resources.
• Technical energy committee to be established to exchange knowledge and transfer skills, where trainings and workshops to be held in the both countries.
• Generating electricity techniques and renewable energy programs.
• Establish joint technical water expert committee on trans-boundary water issues, since water is the most important element of the security and social integration between the nations of the two parties, where their recommendations to be submitted to the High level joint Cooperation Committee.

6. Areas of Educational Co-operation

• The creation of educational and technology commission tasked to oversee all issues related educational matters as well as enhancement of capacity training and scholarship programs.
• Strengthening the educational institutions administratively and human resources capacities.
• Cooperation on creating mechanism for stabilization and quality control in high education institutions such as licensing and accreditation to facilitate program transferability.

 

 

7. Areas of Transport and Civil Aviations

• Bilateral air service agreement to be signed by the two Parties.
• Transport and Civil Aviation Safety and security of both nation needs to be strengthened.
• connectivity of Roads and railways which promote and facilitate the follow of goods and services and  the business as a whole.
• Skill transfer knowledge of the areas concerning transport and civil aviation.

7   Areas of cooperation in planning

• Health care distribution to all regions and districts
• Exchanging knowledge on federalism
• Devolution of central Government from state, regions to rural areas
• Introducing a micro-finance plan to all disadvantage groups or vulnerable
